And what country can preserve its liberties if their rulers are not warned from time to time that their people preserve the spirit of resistance? Let them take arms. The remedy is to set them right as to facts, pardon and pacify them. What signify a few lives lost in a century or two? The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.
Such is the cost of not having building codes and code enforcement - in a people w/o the built-in desire to ‘do the right thing’, even when it ‘costs’ more. And unfortunately, that pretty much applies around here too. :-/
You have no clue what it's like in a Brazilian slum. Your precious building codes do not even begin to address the problems there. Enforcing building codes (and, yes, they have those) would be like enforcing littering during the Syrian civil war.
